Using a ‘data ladder’ to sort and define skill groups for instructional interventions doesn’t mean these students will be tracked.

Generally, flexible skill groups are defined as temporary student groupings based on skill deficit areas. These skill groups change as improvement in the skill occurs. Frequent assessments or local assessments are used to provide data for these ever-changing skill groups. In tracking models, the group is designated and remains as the status quo throughout the year or even an entire school career.
